Last winter, Sai Chan pin, Acting Colonel of the J'ai Prang Regiment, reported that it had been ascertained that one of the criminals, Yung Pak Mun, was deceased, and that Yeung Ming Hong and others had been arrested and were then confined in Hongkong, and he begged that their surrender for trial might be procured.
The above-named officer was despatched by myself to take charge of the prisoners, and repeated communications were addressed to yourself asking you to move for their extradition.
Subsequently, a despatch was granted by you stating that it would be necessary to avail the instructions of the Colonial Office in this case, which despatch was duly acknowledged.
I have now to inform you that I have received a telegram from the Tsung-li Yamen stating that His Excellency the Minister King has telegraphed that the criminals
